A free vectorizing app to turn photos into artwork
Make Cartoon Pic is a free app that tries to copy the popular AI cartoon generators — but it does not use AI. Instead, it vectorizes an image to turn it into a drawing. You may then adjust the resultant image to add decorative effects to the cartoon image. You cannot alter the lines of the image.
The app is like a cross between the Logo Maker app and the Word Art Generator app. The difference is that you are able to add decorative elements, just as if you were applying filters to a photo. You can also adjust the bold cartoony colors to fit your theme.

It operates on a very simple vectorization feature, so it can be exploited for better results. Add an image with a very clear white background or add a very large image that's well-lit and clear. Then, after downloading the result, you can reduce its size for better-looking results.
A slew of app problems
This caricature app is difficult to find online because it has several problems. The biggest problem, and the reason it was taken down from Google Play, is that the software redirects you to the VIP club. It then opens up a Facebook page, requesting you to sign in.
Even more warning signs
The marketing pictures were actually copyrighted images. They were not the result of the app but were the creations of a designer who is popular on Deviant Art. Oddly, the creator of the art didn't strike for copyright, but the marketing may be misleading advertising.
